			<content:encoded><![CDATA[<p>As you will now undoubtedly be aware, Windsor Fire Station has been downgraded. From 01 October 2011, half of the station crew establishment was redeployed to Wokingham (a station deemed to be ‘at need’ of upgrading to 24/7 cover, yet failing to attain the same night crew call rate as Windsor?)<br />
However, as part of the ‘compromise deal’ made between the Royal Borough Council and the Royal Berkshire Fire and Rescue Service, a delicate night cover is still maintained at Windsor for the short term. Between the hours of 8pm and 8am a Slough ‘special appliance’ with 2 riders travels to Windsor. A further 2 riders, if randomly available from around Berkshire are then brought in. Then, the ‘lottery four’ are switch crewed with the Windsor appliance and the Slough ‘special appliance’?!</p>

Explanatory notes and further information:<br />
1. A ‘standby’ occurs when a fire appliance is called to cover another station ground whilst they are attending an incident. As you will observe, the Windsor appliance is often utilised to ‘plug the gaps’ of operational resilience?<br />
2. The Windsor appliance has been described by one senior control room operator as, ‘The glue which holds east Berkshire together’.<br />
3. Call rates throughout the Brigade have been engineered as a result of reducing the ‘pre-determined attendances’ (PDA’s). Buildings such as shopping centres, hospitals and hotels, etc, are now sent a reduced attendance – in glaring contrast to the risk-weighted attendances of the past. In simple terms, fewer fire appliances are sent to potentially higher risks.<br />
4. Another example of call rate engineering has been the ‘Call Challenge Policy’ whereby occupants of buildings are asked to re-enter where fire alarms have activated, to investigate the cause of the alarm –before any fire appliance is sent out? This would conflict with traditional fire service advice to, ‘Get out, stay out and call the fire brigade out.’?<br />
5. Windsor fire station is under threat of closure. Sonning and Cookham fire stations have now been closed. Before these cuts, the Royal Berkshire Fire and Rescue Service had 20 stations. In an era of county growth along with complex specific risks, the Brigade is downsizing and resilience is potentially compromised?<br />
6. The Royal Berkshire Fire and Rescue Service proudly announce within their latest IRMP document (Integrated Risk Management Planning) that Berkshire Firefighters rescue far more people from road accidents than fires.<br />
A recent BBC News report referred to Endsleigh Insurance which described Slough as THE traffic accident ‘black spot’ for the UK. (http://news.bbc.co.uk/1/hi/england/8411310.stm)<br />
Slough fire crews are covering the worst traffic accident ‘black spot’ in the UK yet the Brigade hope and expect that they will also be able to cover the expansive Windsor station area if it is closed?<br />

Explanatory notes and further information:<br />
1. A ‘standby’ occurs when a fire appliance is called to cover another station ground whilst they are attending an incident. As you will observe, the Windsor appliance is often utilised to ‘plug the gaps’ of operational resilience?<br />
2. The Windsor appliance has been described by one senior control room operator as, ‘The glue which holds east Berkshire together’.<br />
3. Call rates throughout the Brigade have been engineered as a result of reducing the ‘pre-determined attendances’ (PDA’s). Buildings such as shopping centres, hospitals and hotels, etc, are now sent a reduced attendance – in glaring contrast to the risk-weighted attendances of the past. In simple terms, fewer fire appliances are sent to potentially higher risks.<br />
4. Another example of call rate engineering has been the ‘Call Challenge Policy’ whereby occupants of buildings are asked to re-enter where fire alarms have activated, to investigate the cause of the alarm –before any fire appliance is sent out? This would conflict with traditional fire service advice to, ‘Get out, stay out and call the fire brigade out.’?<br />
5. Windsor fire station is under threat of closure. Sonning and Cookham fire stations have now been closed. Before these cuts, the Royal Berkshire Fire and Rescue Service had 20 stations. In an era of county growth along with complex specific risks, the Brigade is downsizing and resilience is potentially compromised?<br />
6. The Royal Berkshire Fire and Rescue Service proudly announce within their latest IRMP document (Integrated Risk Management Planning) that Berkshire Firefighters rescue far more people from road accidents than fires.<br />
A recent BBC News report referred to Endsleigh Insurance which described Slough as THE traffic accident ‘black spot’ for the UK. (http://news.bbc.co.uk/1/hi/england/8411310.stm)<br />
Slough fire crews are covering the worst traffic accident ‘black spot’ in the UK yet the Brigade hope and expect that they will also be able to cover the expansive Windsor station area if it is closed?<br />

The night crew at Windsor were called to a fire within a guest room at 05-07 hours. Further appliances were required from Slough and Langley, plus a special appliance from Reading.<br />

500 guests were evacuated. Six breathing apparatus crews were deployed and a large positive pressure ventilation fan was used to disperse heavy smoke-logging from the building. The Windsor crews returned to station 07-10 hours.</p>

1. A ‘standby’ occurs when a fire appliance is called to cover another station ground whilst they are attending an incident. As you will observe, the Windsor appliance is often utilised to ‘plug the gaps’ of operational resilience?<br />
2. The Windsor appliance has been described by one senior control room operator as, ‘The glue which holds east Berkshire together’.<br />
3. Call rates throughout the Brigade have been engineered as a result of reducing the ‘pre-determined attendances’ (PDA’s). Buildings such as shopping centres, hospitals and hotels, etc, are now sent a reduced attendance – in glaring contrast to the risk-weighted attendances of the past. In simple terms, fewer fire appliances are sent to potentially higher risks.<br />
4. Another example of call rate engineering has been the ‘Call Challenge Policy’ whereby occupants of buildings are asked to re-enter where fire alarms have activated, to investigate the cause of the alarm –before any fire appliance is sent out? This would conflict with traditional fire service advice to, ‘Get out, stay out and call the fire brigade out.’?<br />
5. Windsor fire station is under threat of closure. Sonning and Cookham fire stations have now been closed. Before these cuts, the Royal Berkshire Fire and Rescue Service had 20 stations. In an era of county growth along with complex specific risks, the Brigade is downsizing and resilience is potentially compromised?<br />
6. The Royal Berkshire Fire and Rescue Service proudly announce within their latest IRMP document (Integrated Risk Management Planning) that Berkshire Firefighters rescue far more people from road accidents than fires.<br />
A recent BBC News report referred to Endsleigh Insurance which described Slough as THE traffic accident ‘black spot’ for the UK. (http://news.bbc.co.uk/1/hi/england/8411310.stm)<br />
Slough fire crews are covering the worst traffic accident ‘black spot’ in the UK yet the Brigade hope and expect that they will also be able to cover the expansive Windsor station area if it is closed? </p>

			<content:encoded><![CDATA[<p>Major road works are to commence on the Albert Road, which is the main traffic artery from Windsor into Old Windsor. The works are scheduled to commence from 19-00 hours on Friday 07 October until 07-00 hours on Monday 10 October.</p>
<p>The road will be CLOSED. Windsor Fire Station will also CLOSE at night if the Royal Berkshire Fire and Rescue Service proposal is implemented from 01 October.</p>
<p>That would then mean that cover from Slough Fire Station (if available- they are a busy station) would have a lengthy travel via Datchet to attend any incident in Old Windsor.</p>
<p>This should be a serious concern for Old Windsor residents, since the time it takes for a fire appliance to arrive directly correlates with loss of life, injury and damage to property.</p>
